Finbarr Colfer – Chief Inspector of Social Services (Principal Officer)

Finbarr was appointed by the Board of HIQA to the role of Chief Inspector of Social Services in November 2024. He has worked with HIQA since 2009, working as a manager on the regulation of older persons’ services before being assigned to the Disability Commencement Planning Programme in 2012 to prepare for the regulation of designated centres for people with disabilities. In 2014, Finbarr was appointed Deputy Chief Inspector with responsibility for the regulation of centres for people with disabilities.

Prior to HIQA, Finbarr has worked for over 20 years in the social care sector in front-line roles as well as regional and national leadership roles. He has worked in such areas as disability services, homeless services and mental health services.

Finbarr has a keen interest in the promotion of a rights-based approach to service delivery and ongoing quality improvement in the delivery of care and support services. Finbarr has a Masters in Health Promotion and a Post Graduate Diploma in Leadership Development.
