Martin O’Halloran was Chief Executive Officer of the Health and Safety Authority for 11 years. He worked in the fixed and mobile Telecommunications industry in Ireland and the UK in senior executive roles.  

He is an experienced non-executive director, having served as chairman of the Board of the Institute for Public Administration (IPA) for four years and chairman of the Association of Chief Executives of State Agencies (ACESA) for three years. He is currently president of the IPA. He has served on a number of other boards in the private sector, as well as a number of European committees in occupational safety and health and national statistics. 

He is a Chartered Director, Chartered Fellow of the Institution of Occupational Safety and Health and an Executive Coach. 

He has extensive experience in the world of economic and professions regulation in executive and non-executive roles. He is a member of the Solicitors Disciplinary Tribunal (SDT), the Legal Practitioners Disciplinary Tribunal (LPDT) and a member of the Independent Patient Safety Council. He is a member of the Medical Council of Ireland (MCIRL) and a member of the council of Meath Archaeological and Historical Society (MAHS).  

He holds degrees from the University of London, Trinity College Dublin, the University of Surrey and the University of Strathclyde in Physics, Maths, Statistics and Operational Research, Occupational Health, Company Direction and Governance, Executive Coaching and Mentoring. He also completed an Adaptive Leadership Programme in Harvard.
