    Technical Project Lead-Health Information who will be key in progressing the technical aspects of the Health Information team’s core programme of work within HIQA. This will include ongoing work on the development of an EU-mandated national health dataset catalogue and the progression of HIQA’s review programme to assess the compliance of data holders with national standards related to health information. The role will require technical expertise across the following areas:

    • Metadata specifications and key vocabularies
    • Data quality 
    • Collaborating with business analysts, domain experts and other stakeholders to translate user stories, business requirements and use cases into functional and technical specifications
    • Software implementation and change management processes.

    Essential: 

    • Degree qualification (minimum of Level 8 on the National Framework of Qualifications or equivalent) in an area deemed relevant by the Authority for this role such as, Health Informatics, Computer Science, Business Information Systems, Information Science or similar

    And

    • A minimum of one year relevant experience developing health information metadata specifications and key data vocabularies.

    The ICT Vendor and Procurement Manager is responsible for supporting the planning, execution, and delivery of procurement activities for technology and Information Division requirements across HIQA. The role ensures that procurement processes are conducted in a compliant, efficient, and value-driven manner, in line with organisational policies and public procurement regulations. A key aspect of the role is the proactive management of vendor relationships, ensuring effective collaboration, performance oversight, and alignment with HIQA’s operational and strategic priorities.

    Essential: 

    • A relevant third-level qualification (Level 7 or higher on the National Framework of Qualifications or equivalent) in Procurement, Business, Supply Chain Management, ICT, or a related discipline deemed relevant by the Authority

    The Health Information and Quality Authority seeks Expressions of Interest from suitably experienced and qualified persons who are willing to become a member of its Audit Risk and Governance Committee (ARGC).

    The ARGC is part of the control environment tasked with providing independent advice to HIQA on matters including the suitability and robustness of the organisation’s internal controls, internal audit, risk management, governance systems procedures and the reliability of financial reporting. The ARGC is independent of the day-to-day financial management of the organisation which is the responsibility of the Executive. In particular, the ARGC monitors the internal control systems including audit activities.

    Term of appointment: The term of appointment is three years. Performance is reviewed on an annual basis.

    Meetings: Approximately 8 afternoons per year. However, that number may be exceeded, depending on the needs of the Board. Meetings are held virtually on MS Teams.

    Essential: 

    • Knowledge and experience of working in a relevant area e.g. audit; regulatory, finance, risk management, governance, legal or IT
    • A sound understanding of financial management and financial control systems 
    • Understanding of the public sector operating environment, and its accountability and reporting structures, governance arrangements and public sector reform initiatives.
    • Strong interpersonal skills
    • Sound judgement 
    • Ability to challenge and probe in a constructive and respectful manner
    • The time and personal commitment to perform effectively 
    • High levels of integrity, ethical standards and professionalism
