Children's services publication statement 12 January 2023

Date of publication:

The Health Information and Quality Authority (HIQA) has today published an inspection report on a children’s residential centre operated by the Child and Family Agency (Tusla) in the Dublin Mid Leinster region.

HIQA is authorised by the Minister for Children, Equality, Disability, Integration and Youth under Section 69 of the Child Care Act, 1991 as amended by Section 26 of the Child Care (Amendment) Act 2011, to inspect children’s residential care services provided by Tusla. HIQA monitors Tusla’s performance against the National Standards for Children’s Residential Centres and advises the Minister and Tusla.

HIQA conducted an inspection of the children’s residential centre in the Dublin Mid Leinster region over two days in October 2022. This inspection was a routine inspection to monitor the quality of the service and the level of compliance with the standards. The inspection assessed nine of the national standards and found that eight standards assessed were compliant and one was substantially compliant.

The inspection found that the service provided good quality child-centred care. Children benefitted from consistent individualised support and care delivered by an experienced, stable and committed staff team. Children were encouraged and supported to develop interests and participate in activities in the local community. Staff supported children to maintain relationships with families and friends, in line with their best interests. Children said that they felt safe.

The service was well led by an experienced and stable management team. There were comprehensive governance, management and oversight systems in place to ensure that the service being delivered was safe and in line with the statement of
purpose and function.

The service provided a safe, welcoming and comfortable home for children and the premises was well maintained.
