The Health Information and Quality Authority (HIQA) has today published 18 reports on 18 residential services for adults with disabilities. HIQA inspects against the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults) with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities which apply to residential and respite services across all disability sectors in Ireland.

11 of the centres provided residents with a good quality of life and overall, had a high level of compliance. These included five centres run by St. John of God Services, two run by St Michael’s House, two run by Delta Centre, one by the Peter Bradley Foundation (ABI Ireland) and two run by the HSE.

However, one report relates to a centre that the HSE had taken responsibility for as part of enforcement activity by HIQA in October 2015. The HSE had failed to ensure adequate improvements in the safety and quality of life for residents in this centre, with significant non compliances identified in the areas such as healthcare, premises and governance.

Three reports are for centres run by the Cheshire Foundation in Ireland. The three centres required improvements in the quality of service to residents and in governance of the centres.

Health and Safety and Risk Management, and Governance and Management were two areas of major non-compliance for a Camphill Communities of Ireland centre while a RehabCare centre was majorly non-compliant in relation to management of behaviours that challenge.
