Disability publication statement 27 May 2016

Date of publication:

The Health Information and Quality Authority (HQIA) has today published 16 reports on 16 residential services for adults with disabilities. HIQA inspect against the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults) with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities which apply to residential and respite services across all disability sectors in Ireland.

Eleven of today’s reports detail inspections in centres run by Brothers of Charity Services in Ireland. Five of these centres were found to provide residents with a good quality of life and had a high level of compliance with the regulations. Four of the centres were found to provide residents with a good quality service but required improvements in some areas. However, two of the centres were found to have major non compliances which impacted on the safety and welfare of residents. These included inadequate arrangements to safeguard residents from the risk of abuse, as well as issues relating to staff supervision and overall governance and management.

Three of the reports are for centres run by Daughters of Charity Disability Support Services Limited. Inspectors found that residents were provided with a good quality of life in two of these centres and there was a high level of compliance with the regulations. However, inspectors found major non compliances in the third centre which impacted on the safety of residents in relation to medicines management and risk management.

Two inspection reports relate to centres run by Dara Residential Services. In both centres, inspectors found that residents were provided with a good quality of life and there were high levels of compliance with the regulations.
