Disability publication statement 4th July 2016

Date of publication:

Today, the Health Information and Quality Authority (HIQA) has published 19 inspection reports into residential centres for adults and children with disabilities. HIQA inspects against the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults) with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities which apply to residential and respite services across all disability sectors in Ireland.

These reports refer to centres run by Brothers of Charity Services in Ireland. While evidence of good practice was observed on some inspections, significant non-compliances were found in nine centres. Failings identified on inspections into centres run by Brothers of Charity Services included significant fire safety risks, use of restraint, inadequate staffing levels, and having no person in charge of the centre.
