Condition 1
Subject to any prohibitions or restrictions contained in any other condition(s), the designated centre shall be operated at all times in accordance with the Statement of Purpose within the footprint of the designated centre on the floor plan received on 05 May 2026. The registered provider shall only provide for the specific care and support needs, and services, within the facilities as set out the Statement of Purpose, as agreed with the Chief Inspector at the time of registration. Any changes to the specific care and support needs and services provided must be agreed in advance with the Chief Inspector.
Condition 2
Only persons aged 18 years or older shall be accommodated at the designated centre at any time.
Condition 3
The maximum number of persons that may be accommodated at the designated centre is: 50.
Condition 4
In order to ensure that residents accommodated in Midleton Community Nursing Unit are protected from the risk of fire, the Health Service Executive will by 31 October 2026 install additional emergency lighting to provide illuminated pathways for escape to a final place of safety both internally and externally.
Condition 5
In order to ensure that residents living in Midleton Community Nursing Unit are protected from the risk of infection and are accommodated in a building that is appropriate to their needs, the Health Service Executive will

Complete the installation of swing free devices, connected to the fire alarm system, to each door set leading into residents’ toilets and bathroom spaces
By the 30 October 2026
• Complete the installation of a locally audible alarm system connected to Break Glass Units adjacent to the escape ladder exit points to the first floor stairway
• Complete the installation of a locally audible alarm system connected to Break Glass Units adjacent to any door that would allow a resident to access the roof
• Complete the installation of a powder coated metal ceiling to all waste hold rooms
• Ensure that the washing machines required for onsite laundering of mops and other cleaning materials are fit for purpose and in line with best practice
In the interim of achieving compliance with this condition, the HSE is required to ensure that there are appropriate mitigation measures in place to protect residents living in Middleton Community Nursing Unit.
