Condition 1
Subject to any prohibitions or restrictions contained in any other condition(s), the designated centre shall be operated at all times in accordance with the Statement of Purpose within the footprint of the designated centre on the floor plan received on 19 June 2026, with the caveat that three single bedrooms will not be registered. The registered provider shall only provide for the specific care and support needs, and services, within the facilities as set out the Statement of Purpose, as agreed with the Chief Inspector at the time of registration. Any changes to the specific care and support needs and services provided must be agreed in advance with the Chief Inspector.
Condition 2
Only persons aged 18 years or older shall be accommodated at the designated centre at any time.
Condition 3
The maximum number of persons that may be accommodated at the designated centre is 47.
Condition 4

By 30 January 2029 the registered provider shall ensure that the designated centre shall have a separate kitchen which has suitable and sufficient cooking facilities, kitchen equipment and tableware. The registered provider has the option to either:
• create a new kitchen as a separate extension to the existing centre
• internally reconfigure the designated centre to facilitate the installation of a kitchen with the floorplan of the existing building

Condition 5
In order to ensure that residents living in Clonmel Residential Care Centre are protected from the risk of fire, and are accommodated in a building that is appropriate to their needs, the Health Service Executive will by the 30 October 2026;

• install additional emergency lighting to provide illuminated pathways for escape to a final place of safety both internally and externally.
• complete in full the traffic management plans submitted to the Authority on 18 June 2026
• ensure that the washing machines required for onsite laundering of mops and other cleaning materials are fit for purpose and in line with best practice
• complete the installation of a powder coated metal ceiling to all waste hold rooms

In the interim of achieving compliance with this condition the HSE is required to ensure that there are appropriate mitigation measures in place to protect residents living in Clonmel Residential Care Centre
