On foot of serious concerns regarding safeguarding in one HSE centre in the Donegal area and ongoing concerns regarding the sustainability of effective governance arrangements in that area, our Chief Inspector initiated a regulatory programme to assess the governance and management and safeguarding arrangements in HSE designated centres for people with disabilities in Co. Donegal. This report sets out the findings of that regulatory review.
