Today, the Health Information and Quality Authority (HIQA) has published 21 inspection reports on designated centres for people with disabilities. HIQA inspects against the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities, which apply to residential services for people with disabilities in Ireland. 
Of these 21 inspections, inspectors found a generally good level of compliance with the regulations and standards in 15 centres operated by a number of providers including; Nua Healthcare Services Limited, Praxis Care, Resilience Healthcare Limited, S O S Kilkenny CLG, St Hilda's Services, St John of God Community Services CLG, St Michael's House, The Rehab Group, and Western Care Association. 

Examples of good practice observed by inspectors included:

  • At a centre in Galway operated by Nua Healthcare Services Limited, residents were supported to celebrate key events in their lives such as birthdays, access activities they enjoyed such as trips to Dublin and personalise their bedrooms and self-contained apartments in line with their personal preferences. 
  • At a centre in Louth operated by Praxis Care, residents were empowered to lead a meaningful and active life.  Residents were actively participated in the running of the centre as well as participating in their local community. Residents were involved in local drama groups, enjoyed employment both at a local college and farm, and also had engaged in education leading to a recognised qualification. 
  • During an inspection of a centre in Westmeath operated by St Hilda's Services, residents’ needs were supported by staff in a responsive, respectful and caring manner. Recent improvements to the centre’s premises ensured that it was both homely, well maintained and responsive to residents’ needs. 

Inspectors identified non-compliance with the regulations and standards on six inspections.
A high level of non-compliance was identified at a centre operated by Steadfast House CLG. Governance and management arrangements required improvement at the centre as well as staff training, the premises, and the management of risk.

Improved staffing and fire safety arrangements were identified during an inspection of a centre operated by St Michael's House. 
Non-compliance was identified in the arrangements for medication management and notification of incidents to HIQA, at a centre operated by Resilience Healthcare Limited.

Improvements were required to residents’ personal plans and staffing at a centre operated by St John of God Community Services CLG. 
At a centre operated by Nua Healthcare Services Limited, residents’ personal plans required updating. 

Finally, improvements to the condition of the premises were required at a centre operated by Peter Bradley Foundation CLG.
