Coronavirus disease 2019 (COVID-19) is an infectious disease caused by SARS-CoV-2. Most people infected with the virus will experience mild to moderate respiratory illness and recover without requiring special treatment. However, some people (for example, older adults, people with other health problems and people with a weak immune system) are at a higher risk of severe illness. Some people who have had COVID-19 continue to experience symptoms (such as fatigue, shortness of breath and cognitive issues) which impact on everyday functioning long after the infectious period has ended, this is known as long COVID. The Department of Health asked the Health Information and Quality Authority (HIQA) to undertake a Health Technology Assessment (HTA) to provide advice in relation to the groups for whom COVID-19 vaccination is funded for the 2027/2028 vaccination campaign onwards.

The aim of this consultation exercise is to gain feedback from stakeholders with a broad range of experience that could potentially be affected by a change to the groups for whom COVID-19 vaccination is funded in Ireland. Input from all sectors of society is crucial in providing comprehensive, balanced and evidence-based information to aid decision making in our national health service.

Interested parties are asked to review the draft report and provide us with any comments or additional information they feel is pertinent to the assessment and to decision-making regarding the groups for whom COVID-19 vaccination is funded by the HSE for the 2027/2028 vaccination campaign onwards. The consultation period will last until 5pm on Sunday 9 August 2026

After the closing date, we will assess all feedback in order to inform our final report. The final HTA report and the Statement of Outcomes (a summary of the feedback received and our responses to it) will be published on our website.

Following this consultation, the report will be updated, as necessary, based on the feedback received. The report will then be provided as advice to the Minister for Health and Health Service Executive (HSE) to inform a decision on the groups for whom COVID-19 vaccination is funded by the HSE for the 2027/2028 vaccination campaign onwards.
