The Forvis Mazars Review of Regulatory Inspection Process - Designated centres for older people report is an independent assessment that examines the effectiveness of HIQA’s Chief Inspector of Social Services’ regulatory and inspection processes, as well as the regulatory and legislative framework for inspecting nursing homes. 

This review, conducted by independent external auditors, was requested by the Minister of State with responsibility for Older People in the aftermath of the broadcast of an RTÉ Investigates programme in June 2025 highlighting poor behaviour and practices in a number of nursing homes operated by the nursing home group, Emeis Ireland.
