Assessment-judgment framework and Guidance on restrictive practices inspections for Oberstown Children Detention Campus

We monitor and inspect the safety and quality of services provided to children and young people in Oberstown Children Detention Campus (Oberstown). We have developed two documents that aim to explain how specific targeted inspections on restrictive practices at Oberstown can improve the quality of life and safety for young people placed there.

The Oberstown Children Detention Campus Children’s Rights Policy Framework contains the rules that we inspect the service against.

Both the guidance and assessment-judgment framework should be used together with the Oberstown Children Detention Campus Children’s Rights Policy Framework (2020).

Our guidance on targeted inspections of restrictive practices will be used by our inspectors to carry out inspections in Oberstown. It can also assist the Director and staff of Oberstown to self-assess their own service against the rules and help improve the service they provide.

Our assessment-judgment framework is a tool used to assess compliance with rules. This assessment-judgment framework was created specifically for use in the targeted inspection programme for restrictive practices in Oberstown Children Detention Campus.

It sets out the rules and lines of enquiry that can form part of an assessment of compliance in Oberstown.
